There are many options to actually run retargeting ads and each has their own benefits. You can retarget directly through Facebook through custom audiences, adroll, perfect audience, criteo, Google display, YouTube, Sitescout, and loads of others.
Bottom line, if you are not retargeting you are leaving a ton of money on the table and if used effectively can be a very viable option to just about anyone selling just about anything.
